A quarter-century of head-scratching and diplomatic gridlock later, the top two floors of the embassy were dissembled brick-by-brick and replaced with four new floors, constructed to the most stringent security standards. Although their present adversaries now operated under a different alphabet soup of three-letter acronyms, the elements of the US intelligence community in Moscow had considerably turned the tables on their host””
