While historic details are sketchy, Eisenhower appears to have met privately with railway president Walter Tuohy during the three-day summit to discuss the bunker. Then, the day after Eisenhower departed, the congressional leadership wrote him an opaque letter on March 28, 1956: “This is to introduce Mr. J. George Stewart, Architect of the Capitol, who is calling upon you on matters of vital importance to the Congress of the United States.””
