When they are out of power they focus single-mindedly on seizing up the wheels of government to prove to the American people that government just doesn’t work—at least, when the GOP is out of power. These take-no-prisoners tactics flow naturally from an embittered, Manichaean mind-set. This mentality has grave implications for the health of our constitutional system.””
