Every society must develop a vision of justice that is shared by all its members, in order to avoid civil war, and this is what the legal framework provides. Whereas conceptions of justice differ from epoch to epoch and from country to country, the need for a shared representation of justice in a particular country and at a particular time does not. The legal system is where this representation takes shape and, although it may well be contradicted by the facts, it gives shared meaning and a common orientation to people’s actions.””
